Split-run web ads?

Digital posed an interesting media topic in regards to Canada's protectionist magazine advertising law. Well-intended in its time, to steer Canadian advertisers towards Canadian publications by disallowing Canada-only editions of popular U.S. magazines, how does Internet Advertising match up?
D.H. used a case of Rogers Communicatons. I just realized by scanning to the bottom of this webpage that the CBC did the very same when it geo-advertised at the American Thinker website - during our Ontario election. Et tu, (gov't) Socialus?
